Under normal circumstances, the moment you are caught by the Traffic Police for any sort of traffic violations, you get issued with a challan of which you have to make an on the spot payment by cash, but now the traffic police have decided to go one step ahead by introducing the E-Challan system. What is it, and how transparent will it be?

Goa Traffic police tried all sorts of things to punish traffic violators and implement traffic sense amongst the people of Goa but despite that road accidents do not seem to be reducing.

The traffic sentinel scheme is been put back into the cold storage after its drastic failure due to the public rage. The scheme was good, but it had some drawbacks and hence Goa police was forced to take it back.    

Goa Government has been coming up with various initiatives to keep a check on the traffic and road accidents. With yet another initiative, Government has introduced the e-challan system on Thursday.

The outgoing director general of Goa Police, Muktesh Chander said that the state government has given a green signal to start implementing the e-challan process in the state.

According to the reports, a total of 400 devices will be distributed to the Traffic Police across Goa that will be used to tackle the massive process of issuing challans to the violators across the state.

According to the Times of India, this new enforcement tool is a hand-held machine that can be used for both spot-fining and spot-fine collection. This device apparently works both in online and offline modes.

In Online mode this tool can sync with the server and check vehicle theft, insurance renewal, pollution renewal etc. and the respective data will be stored in the remote server.

Whereas in the offline mode, which is used during the times when GPRS is unavailable; data can be collected and stored. And on the availability of GPRS, the challan data is pushed to the server.

This device will also obtain the data from the central database and give information about the previous offenses that were committed by the vehicle.

Violators will be able to pay penalty fees by scanning the QR code from the device in the hands of the nearest on-duty traffic inspector. Violators can either pay through e-wallets or swipe the debit/credit card.

With the new system in the pace, there will be a reduction in pilferage of the revenue and more revenue will go directly into the government treasury. It will be surely much more effective than the existing challan slips, but whether it will reduce the cash transaction still remains the matter of concern. 

This initiative is bound to bring about some discipline in the roads of Goa and prevent traffic violations. This move is integrated with the Traffic Sentinel Scheme. The scheme which was bought about last year had many controversies attached around it and had caused a major public outrage urging to withdraw it.
