This is not the new thing and many foreigners are involved in the business-related activities in the state of Goa. Although the statement of the tourism minister is not very clear about what categories will involve the restrictions, there are many foreigners in the state involved in the business of hospitality which includes running a hotel and restaurant business in Goa for years. 

According to the report published in the Times of India June 2018 edition, the foreigners coming on a tourist visa and doing the business in Goa. During the past few years, police have regularly booked foreigners indulging in business activities in Goa. In 2014, four foreigners were caught working while on a tourist visa and fined Rs 2,000 each, claimed the report.    

Section 26 of the Goa, Daman, and Diu Regulation of Tourism and Trade Act bars the foreigners from indulging in the business activities. Informed sources say that there is a high number of foreigners doing business in Goa, but authorities are unable to keep a tab on them.

Most cases that are have been detected in the coastal belts of north Goa and the places like Arambol and Morjim beaches have a high concentration of Russian and Kazakh tourists involved in the business activities, said the sources.   

The locals are not happy with the foreigners involved in the business since that affects their business severely. But the enlivenment of local politicians and police make their job easier.

Meanwhile, according to the new report the tourism minister has stated that the policy will be framed soon in consultation with Chief Minister Pramod Sawant to keep the foreigners away from indulging in the business activities related to the nightlife.

“No foreigner will be given bar licenses or be allowed to operate in the nightlife industry. Illegal activities like drugs and flesh trade in night clubs will not be tolerated,” he said.

The Goa government will enact a night tourism report policy to ensure foreign nationals are not given bar licenses or permissions to operate businesses that comprise the state’s fabled nightlife, said the report.

Nightlife in Goa

The 2019-20 tourism season in Goa is set to begin on October 4 with the arrival of a charter flight from Russia. The Royal flight from Moscow will have 224 passengers.
